Recently, based on the previous measures to facilitate the public and enterprises by implementing certification inspection for fire protection products, the Fire and Rescue Service of the Ministry of Emergency Management has deployed the Fire Product Conformity Assessment Center and various national fire product quality supervision and inspection agencies to introduce a series of measures to further strengthen support for fire product manufacturing enterprises to resume work and production during the epidemic prevention and control period.
Fully implement online services for certification and inspection business. Further enhance the service level of "Internet plus", fully implement online processing for certification and inspection business, achieve full electronic processing, implement "faceless" processing for business, ensure that the "Compulsory Certification Commissioning Business System for Fire Products", "Technical Appraisal Commissioning Business System for Fire Products", and the online inspection business acceptance systems of various national fire product quality supervision and inspection centers operate around the clock, and all certification and inspection institutions ensure smooth communication through all hotline service phones during working hours, with normal and effective functions such as online certification, inspection application acceptance, consultation and clarification, communication and rectification, and satisfactory service.
Actively innovate the methods for handling certification business. Adopt the "notification and commitment" approach based on the principle of categorized management of certified enterprises to carry out initial certification, expansion of certification, and other certification business work. For enterprises that meet production conditions but cannot provide all documentation due to epidemic prevention and control, a commitment system is implemented, allowing certificates to be issued first and relevant materials to be supplemented within a certain period of time. For a small number of low-risk enterprises, certificates can be issued first and inspections can be conducted later. Make full use of the "Online Certification Tracking and Supervision Cloud Platform for Fire Products" to conduct online remote video inspections of enterprises' production conditions, further improving the efficiency of post-certification supervision of fire products.
Implement a policy of deferred payment and appropriate reductions or exemptions. From now until the end of epidemic prevention and control, a policy of deferred payment for certification and inspection fees will be implemented for all fire protection product manufacturing enterprises. All certification and inspection fee items, including but not limited to certification commission application fees, factory inspection fees, product inspection fees, approval fees, annuities, supervision and review fees, etc., will be deferred. After the epidemic ends, the deferred certification and inspection fees during the epidemic period will be collected in batches. At the same time, for fire protection product manufacturing enterprises that resume work and production in accordance with the law during the epidemic period, inspection and testing fees will be waived within Hubei Province.
Further optimize the certification inspection process. Compulsory product certification inspection agencies for fire protection products should mutually recognize the existing 3C certification factory inspection results of enterprises, and minimize repeated evaluations and on-site inspections as much as possible. For those involving type testing, relevant designated laboratories should reasonably and preferentially arrange 3C certification inspection work under the premise of logistics and transportation permitting. For those involving voluntary certification of fire protection products, certification agencies may accept other voluntary certification evaluation information, and during the epidemic period, they may accept the inspection results of enterprises' own qualified laboratories.
The Fire and Rescue Bureau of the Ministry of Emergency Management emphasizes that all fire product certification and inspection institutions should combine with the actual situation of their units, reform methods and means, innovate service measures, further optimize and refine various work measures during the epidemic prevention and control period, and promptly announce them to the public, to ensure the provision of high-quality certification and inspection services and technical support for fire product manufacturing enterprises to resume work and production.
